It is believed by the Dalish that Fen’Harel tricked both the elven pantheon of “good” gods and the evil ones known as the Forgotten Ones. Fen’Harel was never a part of the elven pantheon or the Forgotten Ones. He would ride the waves on both sides.

The Dalish believe that he tricked either side into thinking the opposite was agreeing to a truce. When they would go to meet, Fen’Harel would trap them both in the Eternal City a.k.a. the heart of The Fade. It is understood that the elven gods are still trapped to this day as Fen’Harel walks freely, laughing at them.

Elves believe that Fen’Harel did this to control the Fade and Elvhenan for himself. He is not seen as good.
