Summary
When you’re going through the first level of Tartarus inPersona 3 Reload, you’re going to be heavily relying on your beginning Personas — and there’s nothing wrong with that. They’re perfectly feasible to utilize in making it through the bulk of Tartarus.
When you finally get to go of your own volition, you can get through the entire level in a single day, though it’s important to be well-equipped with some good personas. The Gatekeepers are no joke, and the last thing you want is to find out that you can’t hit their weakness just because you don’t have the right Persona on hand.

10Orpheus
Don’t Fuse Him Away Immediately!
Orpehus may be your starting Persona, but take care that he stays in your arsenal for at least a little bit. The Agi skill is incredibly useful in this first level of Tartarus and while Junpei might share it, having two characters that can attack weak spots is great for saving on your SP.
The first Gatekeeper you come across, the Ruthless Ice Ravens, are both weak to fire, sobetween Junpei and Orpheus, you should be able to take them down quickly and carry on through to the next Gatekeeper.

9Pixie
Small But Mighty
The Pixie is one of the Personas that you can get from the shuffle,which is great, because she’s only level two. However, you may find that she is incredibly useful throughout the first level of Tartarus, Thebel, and beyond.
The Pixie is incredibly useful against the third Gatekeeper, Swift Axle, whose seemingly sole weakness is electricity. Given that weakness, you will need toget your Pixie to level four to gain access to Zio, so, you should have her working hard and on the frontlines.

8Angel
Your First Fusion… Probably.
The easiest way to get the Angel persona is to make her with some fusion magic in the Velvet Room. Combining Orpheus with Pixie is a sure-fire way to get your hands on her, which, if you find your party needing a little extra boost, might prove incredibly useful.
The Angel is best used to buff your party’s attacks with her Sukukaja skill, which increases the Hit and Evasion rate of whoever is buffed. Plus, you can do a little extra wind damage and help spare Yukari the SP drain.

7Silky
A Good Starter For Ice Damage
Although there are better personas todeal ice damage to your enemies, Silky will be the easiest one to get your handson in the Thebel block.Silky is only level five and, aside from the useful ability to deal ice damage, diversifying your attacks, she also has a chance to cause distress to your enemies with her Bewilder ability.
Whether you’re fighting the standard Shadow or one of the Gatekeepers, having access to Bewilder can help you get the upper hand in every situation.

6Ara Mitama
If It Looks Angry, It Probably Is
The Ara Mitama certainly isn’t the kindest-looking Persona that you can get in the Thebel block, and it isn’t!This Persona hits hard with Bash skilland, given that it cananger your enemies with Provoke, it’s safe to say that this might be one of the angriest Personas you can get your hands on.
But it’s all for the best, given that Ara Mitama doesn’t just hit hard, but alsobuffs an ally’s defense with Rakukaja. Although Ara Mitama doesn’t do elemental damage, it’s still a good Persona to have in your arsenal for a bit.

5Omoikane
If Only Creeping Out Your Enemies Was An Effective Strategy…
Take an Angel and a Nekomata and you can get one of the most unsettling Personas in the entirety of Persona 3 Reload. Still, the Omoikane is a great Persona to have on hand, especially given that it’s only level seven.
If you’ve fused your Pixie away, the Omoikane easily replaces her with itselectric attack and its ability to heal your party again(albeit, one at a time). Given that both the Angel and Nekomata are fairly easy to get your hands on through fusions, it shouldn’t be too hard to load Omoikane into your arsenal.

4Jack Frost
Hee-ho! Jack Frost Is Here To Stay!
Beyond just being a funny little guy, Jack Frost is a genuinely useful Persona to get your hands on in the early game. He starts at level eight, so you won’t be able to get him until you’re a decent way into the dungeon, but once you do, try not to let him go for at least a minute or two.
He’s a step up from lower-level ice-wielding Personas, and he has aninnate ability that allows you to panic your enemies, Pulinpa. Plus, given that he’s a Magician Persona, you should be able tolevel up your social link with Kenji Tomochikaeasily.

3Onmoraki
Buff And Debuff Everyone Faster Than The Wind
If you find that your party is sadly lacking in buff and debuff capabilities, then you might want to turn your attention to the Onmoraki, which starts at level nine. You can have this odd little creature in your arsenal of Personas by fusing Omoikane and the Nekomata together.
The Onmoraki’s skill, Evil Touch,has a chance to cause thefear effecton your enemy and theTarunda skill increases the Attack of one of your allies. If that wasn’t good enough for you, the Onmoraki also lets you deal wind damage with Garu.

2Archangel
With The Fury Of The Heavens, The Archangel Smites Thee
The Archangel is definitely one of the higher-level Personas that you’re going to find yourself using in Thebel, and unless you’re farming each floor for a little bit, you probably won’t access him until you’re near the last Gatekeeper.
Even still, you should aim to fuse the Archangel together as soon as possible, given that he has one skill that proves particularly handy: Kouha.Kouha deals bless damage, which is surprisingly hard to get your hands on during Thebel and the early stage of Arqua in Tartarus.

1Unicorn
As Rare As You’ve Probably Imagined Them To Be
You might have to put in a bit of work to get your hands on the Unicorn in Thebel, given that it’s alevel 11 Persona. This means that you won’t be able to do a clean run and never look back on Thebel — you’re going to have to run through it a few times (though it can be on the same night) to farm until you reach level eleven.
It is worth it, though, because the Unicorn is a great asset and support Persona to have,given its ability to use Kouha and Dia.
