Persona 3 Reloadpresents you with a number of different romance options for your protagonist to pursue, and among the quietest and most timid of them is Chihiro Fushimi, the bashful student council treasurer who’s trying to shake the shackles of shyness as she grows closer to your protagonist.
But on account of this meekness, it takes a bit of time to get Chihiro to warm up to you, as well as a whole lot of patience along the way. When she’s finally opened up and willing to be your friend, Chihiro serves as your Justice social link in P3R.

How To Unlock The Justice Social Link
After you’re made tojoin the Student Councilper request of Mitsuru on4/27, you’llmeet Chihiro through the club, where she serves as the Treasurer who’s admittedly kind of bad at math.
However,you can’t unlock Chihiro’s social link right awayafter you’ve met her and begin to see her in2F Classroom Hallway. You’ll notice pretty quickly that she seems afraid of other people - especiallyterrified of men- and it takes her some time to warm up to the idea of speaking to you.
Because of this, you’ll need tocheck the hallway for Chihiroperiodically after school andtalk to her on three separate occasionsto get her to warm up to you. She’s not listed as an available social link to spend time with when she’s available for these, though, as you haven’t technically started her social link, meaning you’ll need to stay vigilant.
Each time, she has an easier time during the conversation, and on the third time you speak to her, she’ll accept yourinvitation to walk home together, and the social link formally begins after this cutscene.
Whiletalking to Chihiro doesn’t consume your time slotwhile you’re still trying to begin the social link, as soon as the Justice social link has begun, you’ll need to commit time to hanging out with her from there on out.
