You will meet Broden, Kalm’s innkeeper, early inFinal Fantasy 7 Rebirth’s second chapter. After he helps the party escape Shinra’s grasp, you won’t be able to return to town for a bit, but the coast is clear a little later. Now, you’ll have an opportunity to really get to know the guy.
Where the Wind Blows is great for shining a light on what’s up with Broden’s cough. But it’s also a fun time in its own right, and it serves as a solid lesson in a few key gameplay systems. Read on to learn how to wrap up this Grasslands mission.

How To Begin Where The Wind Blows
Starting When the Wind Blows is pretty straightforward.Either consult the Community Board in Kalm, which is our recommended approach for this one, orbump into Mildred out in the Grasslands, which is going to happen more by chance than intention.
By taking the side quest at the Community Board,Mildred’s location will be marked on your region map, saving you the trouble of finding it yourself.

Note that you’ll be unable to find quests at the Community Board untilafter you have acquired your chocobo, Piko.
Crafting The Windmill Gear
This is a multistep process. Themost important piece, if indeed there is one, is theWindmill Gear Transmuter Chip. You’ll obtain information onwhere to find this key itemupon completion ofthe Grasslands region’s Lifesprings.
We’ll have a full guide up soon on everything there is to see and do in FF7 Rebirth’s Grasslands - including the locations of all Lifesprings!

Chadley will inform you of your destination for this item automatically after you haveinteracted with the Lifesprings in the Grasslands, so high tail it there, and rely upon your trusty chocobo to dig it up.
You will also needone Quetzalcoatl Talon. This is a key ingredient in its own right;the only way to acquire a Quetzalcoatl Talon is by defeating the titular creature itself through the Grasslands Classified Intelquest.
As luck would have it,you’ll unlock the Grasslands Classified Intel by finding every Lifespring, so as you’re able to see, it all links together.
Last and arguably least, get your hands on the following common resources:
Repairing The Windmill
