Fast travel can’t be done while sailing, even if you’re in a safe zone,you’ll need to dock your ship first.
Outposts are the only location type that you can unlockfor fast travel. To unlock additional Outposts for Fast Travel,you need to disembark at the locationso that it’s added to your map. Simplysailing past an area will have it marked as a question markon your map.
