The best way to level up in the late game largely depends on what you prefer, as you should be strong enough to take on almost any challenge.

The Yokohama Underground Dungeonwill become available inchapter ten,while itsHonolulucounterpart appearsas DLC after the Finale.
Each dungeon offers you a training ground to beef up your party members (including a new addition in chapter ten) before you head into a difficult series of story battles.
You mustclear the Yokohama dungeon once to progress the story, as your new party member will need to catch up to your party.
The dungeon should be fairly easy to complete, even without spending too much time optimizing your experience farming earlier in the game.
Your party should besomewhere between level 31 and 38by now unless you’ve farmed an incredible amount.
If you’re tired of battling and would rather go do something else while still earning levels, then you may instead scour the map in search ofLevel Boosters– consumable items thatincrease your level by one.
Never use a Level Booster when you are about to level up, as the game warns.
Aim to reach the next level through battle, thenuse a Level Booster when you are just starting your next level experience bar.
Level Boosters can be acquired asrandom rewards from briefcasesor certainspecialty shopslocated around Japan and Hawaii.

Alternatively,if you’re in Honoluluand find yourself swimming in cash, head to thenorthwestern area of the mapnear the very edge andlook for a traveling merchant.
This merchant spawns with a random inventory every time you use a taxi to travel to this section, sokeep reloading the area via taxi(fast travel) until he spawns with Level Boosters as an option.
