The Nibel region’s Protorelic will have you jumping through all kinds of hoops inFinal Fantasy 7 Rebirth. From defeating tough enemies, to solving odd puzzles, you’ve got to work for this Protorelic. On the bright side, you won’t need to master a new minigame to complete these missions.
The first Phenomenon Intel mission is revealed to you after completing chapter 11 of the main quest. These missions focus heavily on the robed men as they, very slowly, lead you to fragments of the Protorelic. Assembling the Protorelic means protecting these men and giving them a light push if they drag their feet.

Nibel Region - Phenomenon Intel 1: Adumbral Throng
The first Phenomenon Intel mission islocated south of Nibelheim, near a broken bridge.Here, you’ll find a group of men in black robes standing around. You’ll need toclosely follow them to their destination and defend themfrom any monsters that show up.
You can alsoshove the men with L2 to hurry them alongthe path.

The men will eventually lead you up the nearby hillto an abandoned Shinra Testing Facility.Inside, you’llneed to defeat two Cavestalkers.
These enemies areweak to ice and become pressured after enough damage is dealtto them. After dealing with the fiends, you’ll unlock the location for the second Phenomenon Intel mission.

Cavestalkers are capable ofrestraining your party members with Greedy Bite.Dish out heavydamage on a Cavestalker to quickly free party membersfrom Greedy Bite.
Nibel Region - Phenomenon Intel 2: Airstrip Amblers
The second Phenomenon Intel mission isin the eastern part of Nibel, close to the Nibel Airstrip.Following this group of robed men will lead you to a locked door. After attempting to open the door,a new mission location will be marked on your map.
This new location is further east,on the waters, close to the Nibel Airstrip.

Here, there’san open gate that you can pass throughwith the Nibel Chocobo. Use theChocojet abilityto pass through the gate andmake your way past all the debrisin the room.
At the end of this room,go through the doors on the left side.You’ll find another group of robed men will be standing at another locked door. With your Chocobo,head off to the left side of the room to the lower area.

Move along the right wall anduse Chocojet on the puddle of waterto get back onto the higher floor.
Go through the crack in the walland head right to reach a platform with more robed men. You’ll need todefeat three Cavestalkershere before you can move on to the next mission.

Nibel Region - Phenomenon Intel 3: River Mouth Mob
The third Phenomenon Intel mission isin the southern part of Nibel, on the beach.After approaching the robed men, you’ll entera fight with three Necrotic Entities.
WhileNecrotic Entities have no weaknesses, there are multiple ways to pressure them.Hitting them with strong abilities while they are spellcastingor usingSubastral Furywill pressure them.Evading their Onslaught abilitycan pressure them as well.

After dealing with these enemies, you’ll receivea new locationto travel to. The new location isfurther south, at the bottom of a hill.The robed men here willlead you up the hill to a locked dooryou’ll need to open for them.
Continue past the door andclear the path of enemiesfor the robed men. Eventually, you’ll reachanother locked door with three valvesnearby.

To open the door, you need to turn each valve so thatthe red section of the valve aligns with the red arrows above them.However,turning a valve will turn the other valvesas well.
To solve this puzzle,first turn the left valve twice.Then,turn the middle valve once.This will properly align all three valves and open the door.

Inflicting enough damage will pressure it. Its eye is especially weak.
This fight is no problem as long as you’ve got someLightning Materia.At low health, the enemywill cast Mana Shield to make physical attacks ineffective.
At this point,stick to using magic or have Aerith use her basic attacksto eliminate the enemy.
Use Cloud to get airborne andslash at the Sanguine Scourge’s eyeto deal massive damage while pressuring the beast. Equipping someLightning Materia and pairing it with Elemental Materia on Cloud’s weaponwill allow him to deal Lightning damage with every strike.
Nibel Region - Phenomenon Intel 4: Shoreline Shamblers
The fourth Phenomenon Intel mission isin southern Nibel, north of the beach, where the third Phenomenon Intel mission appeared.After reaching this location, you’ll be directed to a new location.
The new location isnortheast of the beach, on an island.The group ofrobed men on this island’s beach will point you in the right directionto climb the mountain here. At the top of the mountain, you’ll face off against the Eccentric Swordsman for the Protorelic.
Proportional Damage, Berserk, Slow, Stop, Silence, Stone, Petrify, Morphable Item
Blocking with perfect timing will pressure him.
Precision Defense Focus Materiawill be a great help in this fight. This Materiaincreases the window for a perfect block, allowing you to parry most of the Eccentric Swordsman’s attacks.
Red XIII is also great for this fight, asyou’ll at least charge the Vengeance gaugeif you fail to block an attack perfectly. When the Vengeance gauge is full, you canquickly tear through the Eccentric Swordsman’s health.
You could bring some Fire Materia along to hit the enemy’s weakness, butit’s easier to use Yuffie’s Fire Ninjutsu.Pair theFire Ninjutsu with Yuffie’s Doppelgänger abilityto deal some heavy fire damage.
If the Eccentric Swordsman is still giving you a hard time,consider bringing Enervation and Disempowerment Materia.These Materia can be used todecrease the enemy’s attack and defense.
